Project Experience
Veolia Woodlawn Bioreactor, Tarago

Veolia took possession of the disused Woodlawn open cut mine at Tarago around 2000 with approval for the disposal of domestic waste into the mine void.
The waste is transported by rail from Sydney to Tarago, and then via trucks to the bioreactor site outside Tarago. The mine void has a life of about 25 years. Currently the final phase of the methane gas extraction system is being completed and the harvested energy will be put into the NSW power grid.
The bioreactor contributes to the Goulburn Mulwaree local community with $1,000,000 a year donated to a trust which then constructs much needed community facilities.
Kells have been involved as a consultant with Veolia from the beginning of this project. Beginning with land acquisition surveys through to the current monthly ‘void wall’ monitoring Kells have been responsible for a broad range of allied projects including
- Detail survey for rail intermodal site at Tarago
- Land subdivision and lease surveys of railway and private land
- Detail surveys of Bungendore & Collector roads for road improvements for the additional truck traffic
- Establish survey control at Woodlawn mine site to AHD & MGA
- Evaporation dam volume surveys
- Monthly void wall monitoring surveys
- Bi yearly waste volume reports for EPA
- OH & S management and reporting
- Engineering design for ever changing haul roads
- Laser scan detail survey
- Update detail surveys & engineering design
Ravensworth Heights Estate, Goulburn
The Ravensworth Heights Estate is a 130 lot residential development being part of a massive residential development area in the north of Goulburn within the Mary’s Mount DCP locality. Stage one of the development was completed in mid 2008.
Kells were chosen as the preferred consultant by AV Jennings for the surveying related activities of the development including detail survey, house set out and identification surveys, to final plan of subdivision preparation and lodgement.
AV Jennings took the bold step of applying to construct 40 homes within the first two stages prior to plan registration and this was approved by Council. The coordination of subdivision infrastructure and dwelling construction at the same time was challenging for the surveyors but achieved on time and to budget.
Kells was well placed to manage the survey responsibilities as they had been involved with the development of approximately 300 lots in the Marys Mount area prior to doing the AV Jennings work.
AV Jennings vision of establishing a new suburb from the ground up was successfully achieved with Ravensworth Heights
Highlands Market Place, Mittagong
Completed in 2007, Highlands Market place is a recently completed 35 million dollar shopping centre in Mittagong which contains Big W, Woolworths and 35 specialty stores.
Campbell and Anderson were involved in this project from the approval stage right through to completion and operation of the centre.
Works undertaken included
- Detail Surveys
- Location survey for archaeological excavation works
- Volume surveys and calculations
- All construction set out for bulk earthworks, building works, services, road works.
- Work as Executed Plans and certification reports
- Strata and Stratum subdivision plans
- Lease plans for tenancies
Willowbrook Estate, Bundanoon
Completed in 2006 the Willowbrook Estate comprises 50 residential lots of a minimum size of 2000m2.
A water course which ran through the site was dedicated as a riparian zone and extensive revegetation of this zone was carried out.
A sewer pump station and rising main was required to service the subdivision and surrounding developments which was included into the design.
The project also involved the extension of an existing culvert structure on Greasons Rd and the upgrade of Greasons Rd.
The subdivision drainage included provision of water sensitive urban design principles including grass swales rather than kerb and gutter.
Campbell & Anderson were engaged by the developer to carry out the following works.
- Engineering Design for all roads, sewer, water and drainage infrastructure
- Tender and construction management of all construction works including civil, electrical and landscape contractors
- All construction set out for roads, earthworks, electrical works, drainage, sewer and water
- Preparation of ‘Work as Executed Plans’
- Preparation of final subdivision plan and obtain approval from council
Tullimbar Village, Albion Park
Goodmans were proud winners of the 2007 Cadastral Surveying Category in the NSW Award for Excellence in Surveying and Spatial information for their work on Tullimbar Village.
Appointed in 2004 as survey consultants to the project, Goodmans recognised that ‘excellence in surveying’ would be required to meet the demands of a project that required survey applications not common with previous regional practise. Indeed many of the initiatives involved a ‘first time’ approach by Shellharbour City Council and the developer, Miltonbrook.
Tullimbar Village is an exciting new town being built on the south coast of N.S.W. that is setting the standard for new development in Australia.
The design is based on traditional village life, with a focus on its compact town centre, an easy 5-minute walk for most residents using the interconnected system of footpaths.
The vibrant town centre will be home to shops, cafes, taverns, and a supermarket as well as numerous public buildings such as the bell tower, town hall, cricket/football oval, pavilion and church.
Tullimbar's architecture draws heavily from that of traditional south coast towns such as Kiama and Berry.
Of critical importance to Goodmans was to ensure that the 12 year vision of Tullimbar development was in no way compromised in a survey sense in the lead up[ to its successful stage one launch in September 2006.
Tallawara Power Station, Yallah
The Tallawara Power Station being developed by TRUenergy, is a new high tech 400 MW gas turbine combined cycle power plant which will replace a coal fired plant which previously occupied the site and which closed in 1989. Classified as a major project under the ‘Environmental Planning and Assessment Act 1975’ it has been subject to strict guidelines at all levels of its development.
Situated on the environmentally sensitive shores of Lake Illawarra the first stage of the project will supply enough power to supply 200,000 homes and businesses.
The Goodmans team in surveying the site faced numerous challenges and were required to develop new knowledge to complete the initial phase of the project such as the specific task of surveying requirements of gas pipeline construction. Their work on the development earned a Highly Commended Award in the Infrastructure and Construction Category of the 2008 NSW Awards for Excellence in Surveying and Spatial information.
When complete, the Tallawarra Power Station will be Australia’s most environmentally efficient fossil fuel fired power station, producing 70 percent less carbon dioxide emissions than many, traditional coal fired, power stations.
